General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Task: 1

Description: Interview: the student will provide oral responses to (IL= 4 IH=6 A=8) questions presented orally from the USCIS naturalization test. Questions will be increasingly complex according to level.
Sample questions:

1. What is a specific group of Native Americans called?
2. What was one reason colonists came to American?
3. Why did the colonists fight the British?
4. There were thirteen original colonies. Name three.
5. Who wrote the Declaration of Independence?
6. What is one freedom from the First Amendment

Description: Dictation

Task: 3

Description: Oral Report (18 points possible): The student will present a brief oral report about a significant person, event or period in American history. The report may be guided by level-appropriate questions/prompts presented by the examiner or the student may make an independent presentation to the examiner, a small group of students, or the class. Students will address (6 – A; 5-IH; 4-IL) required components such as:
a. Introduce topic.
b. State reason why this person, event or time in history is important or interesting to you.
c. Provide several details about person, event or time in history.
d. Talk about impact of this person, event or time in history on our lives today
e. Talk about if/how the person, even or time in history is remembered or celebrated today
f. Conclude the report with an appropriate closing.
Presentation (6 points possible):
Student uses effective speech and body language throughout the oral report.

Advanced: Report is very clear and highly interesting. It contains all required content components for advanced level. Ideas are well stated, clearly expressed, well organized and supported with concrete, relevant detail. No inference is required. There may be errors but they do not interfere with meaning or distract listener. 18
Advanced/ Intermediate High- Report is clear and interesting. It contains all or almost all of the required content components. Ideas are adequately organized, but some ideas/components may be weak or difficult to follow. Some details support the main ideas. There may be errors but they do not interfere with meaning. Minor inference may be required to understand a few ideas. 15
Advanced/Intermediate High/Intermediate Low – Report is adequate and has most of the required content. Ideas are somewhat organized, but some details are not clear or missing. Errors may slow comprehension and inference may be required to understand some meaning. 12
Advanced/Intermediate High/Intermediate Low - Report is appropriate for topic and partially meets content requirements. Many ideas may not be well stated; may lack appropriate or sufficient detail or clear focus. There are some errors that may require significant inference to understand. 9
Intermediate High/Intermediate Low: Intermediate High/Intermediate Low: Report is loosely related to topic and minimally includes required content. Presentation
Advanced: speech is fluent with few vocal pauses. Pacing, volume, and intonation are effective for the situation. Speaker makes eye contact most of the time, with various people if more than one person in the audience. Gestures and facial expressions are appropriate, and posture is good. Speaker shows self-confidence and enthusiasm. 6
All levels: Speech is mostly clear and somewhat fluent in parts. There may some vocal pauses that don’t distract. Pacing and volume are appropriate to the situation. Eye contact, gestures, facial expressions, and posture are good 4
All levels: Speech is neither fluent nor clear, and frequent vocal pauses are distracting. Pacing and/or volume are not appropriate. Eye contact is weak. Facial expressions and/or gestures are confusing or distracting. Posture is poor and/or nervousness is distracting. 2
All levels: Only a minimal amount of speech can be understood with effort. There is little or no eye contact and no facial expression. Posture and/ or nervousness interferes with comprehension. 1
All levels: Student cannot be understood and does not demonstrate appropriate posture, body language or eye contact. 0
