General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Task: 1

Description: Understand Road Signs and Signals
Student will, orally or in writing, identify and demonstrate understanding of 10 signs, signals, and/or warning signs when shown pictures. Information from California Driver Handbook will be used.

Task: 2

Description: Role Play a Traffic Stop or Traffic Court Appearance
Given a situation such as a traffic stop or traffic court appearance, etc. and appropriate related documents, student, in the role of a driver, will participate in a role play with an assessor in the role of a police officer or officer of the court, etc.

Content A (5 items, 10 points possible)
Assessor will ask up to 5 questions (BL-BH=3, IL=4, IH-A=5 with increasing difficulty for IL-A). Student will respond with appropriate answer and/or behavior (i.e., show driver’s license, registration, and proof of insurance).

Sample Questions:
- Can I see your driver’s license?
- Can you show me your registration and proof of insurance?
- How fast were you driving?
- Do you know what the speed limit is on this street?
- Do you know why I pulled you over?

Content B (3 items, 3 points possible)
Student will demonstrate 3 appropriate behaviors based on DMV guidelines and/or court rules on how to act when stopped by a police officer or when speaking to an officer of the court, such as:

1. Keep hands on the wheel as officer approaches car
2. Stay in car
3. Use polite tone at all times

Task: 3

Description: Read and Respond to a Traffic Citation

Traffic Citation (IL-A) (5 items, 10 points possible)
Given an authentic traffic citation, student will respond, orally or in writing, to up to 5 level-appropriate questions (IL=4, IH-A=5), such as:

- What is the violation?
- What is the violation code?
- Why was the traffic citation given?
- What are 2 ways a person can respond to the citation?

Traffic Court (IL-A) (5 items, 10 points possible)
Given resources such as county traffic court Web site, traffic citation, fact sheet, etc., student will respond, orally or in writing, to 5 level-appropriate questions about attending traffic school to resolve the traffic violation in Content A such as:
- If you want to request traffic school, where and when must you appear?
- Who is eligible to attend traffic school?
- If a person gets ticket such as the one above and goes to traffic school, how much will he/she pay in total for the citation, administrative fees and traffic school fees?
- What are the advantages of going to traffic school rather than paying the citation alone?
