General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.
3 Read about and discuss issues, consequences & solutions related to using the internet responsibly at home, school or work.
5 *Identify common online safety issues and/or crimes (e.g. plagiarism, identity theft, phishing, online scams, victimization of children, etc.) and/or describe actions and precautions that can be taken to reduce online risks (e.g. change password frequently, monitor children’s internet use, verify website security, avoid using personal information in AI, digital monitoring, etc.).
9 *Identify and report suspicious activities or crimes on the internet.
12 Listen to a speaker talking about internet safety issues. Ask questions, take notes and report on the information provided.
15 Identify and compare resources to monitor and/or limit online activity.

Additional Assessment Plan Tasks

Task: 1

Description: List Successful Online Safety and Security Tips (5 items, 10 points possible)

Student will state (orally or in writing) 5 precautions they can take (or parents can help their children take) to avoid online risks and use the internet safely and securely (BL – label pictures of the 5 things with appropriate vocabulary words; BH – say a short phrase, e.g. “change password often,” "monitor children's internet use," "don't use personal information," etc.).

Task: 2

Description: Report a Cyber Crime

Content A (10 items, 20 points possible)
Given a level-appropriate scenario or picture prompt, student will participate in a role-play (either face-to-face or on the telephone) with assessor in the role of agency personnel. For example, student contacts a credit card company to report suspected identity theft after making an online purchase. -OR- Student takes on the role of a parent who talks with a school counselor about his/her child as a victim of cyberbullying.

Student will communicate up to 10 utterances including a greeting/ introduction, up to 8 statements or questions (BL=2, BH=4, IL=6, IH/A=8) and a closing. Examples of utterances:
1. Greet and introduce self.
2. Give name of person against whom crime was committed.
3. State concern regarding incident(s).
4. Give 2 examples of unusual behavior and/or findings.
5. Answer 2 questions about incident(s).
6. Ask for help.
7. Close the conversation (e.g., thank the staff person and say good-bye).

Content B (3 items, 6 points possible)
Student will use clarification techniques as needed in order to comprehend the assessor's answers. Student (IL-A) will take notes on the assessor’s answers if necessary. Student (BL-BH) may use an examiner pre-prepared aid such as a checklist. After the role-play, the examiner will check the student’s comprehension of the information acquired. This can be in done in a variety of ways such as: by asking 3 comprehension questions (BL=1, BH-IL=2, IH-A=3) which student will answer orally or in writing.

Task: 3

Description: Question and Answer a Speaker
Questions (5 items, 10 points possible)
Student will prepare a list of up to 5 questions (IL=3, IH-A=5) for a law enforcement officer or other appropriate person who will address issues such as identity theft, online child predators, etc.

Answers (5 items, 10 points possible)
Student will take notes on the answers to students’ questions during the law enforcement presentation. After the presentation, assessor will ask up to 5 level-appropriate questions (IL=3, IH- A=5) and student will write up to 3 level-appropriate responses (IL=3, IH- A=5) based on issues addressed by the law enforcement officer or representative.
