General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.
1 * Demonstrate proper use of the telephone for contacting emergency service agencies.
2 *Use appropriate language to contact local community emergency services: fire department, police department, hospital, etc.
3 *In an emergency, use English to ask for someone who speaks the student’s native language.
4 *Identify safety and emergency signs normally posted in the community (e.g. hospital, slow, caution, reduced speed, stop signs, etc.).

Additional Assessment Plan Tasks

Task: 1

Description: Call 911
Assessor shows student a picture of an emergency situation. Student, in a role-play with the assessor, uses a phone (prop) to call 911 and report the emergency. During the role-play, assessor will ask questions (if appropriate), and student will complete 9 tasks such as:

• Dial 911

Content B (8 items, 16 points possible)
• Name emergency
• Give his/her name
• Give location of emergency
• Tell who needs help/how many people
• Answer a question from the 911 dispatcher
• Answer another question from the 911 dispatcher
• Ask for someone who speaks his/her language
• Close the call

Task: 2

Description: Identify Emergency and Safety Signs
When shown 8 emergency and safety signs, student will identify each one orally or in writing and demonstrate understanding of the purpose of the sign. For example, if the student is shown a School Zone sign, student identifies the sign, "School Zone." Then, student demonstrates understanding of the meaning of the sign by saying for example: "School is near. Go slow." or "School here. Be careful of children."
