General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.
2 *Demonstrate appropriate procedures for reporting crimes, accidents, or other emergencies.
4 *Identify and/or describe the most effective methods for reducing the risk of burglary, theft, and sexual assault.
8 Identify and/or describe safety issues (e.g. self-defense, gang violence, domestic abuse, etc.).

Additional Assessment Plan Tasks

Task: 1

Description: Report a Crime
Shown a picture of a crime taking place, student will participate in a role-play in which student reports the crime to the assessor in the role of a law enforcement officer. (Pictures will differ in complexity according to student level).

Response to Crime (12 items, 24 points possible)
Student (BL-A) states/asks/responds to up to 12 pieces of information/questions (BL-BH=9, IL=10, IH-A=12) such as:
1. greets and introduces self
2. states reason for call/visit
3.-5. answers questions regarding personal information such as address, phone number and occupation
6.-11. answers level appropriate questions such as:
What happened? Where did it happen? When did it happen? What was the suspect’s body type? What did the suspect look like? What was the suspect wearing?
12. closes the conversation

Response to Related Question (1 item, 2 points possible)
After the role play, student (IL-A) will answer 1 question posed by the assessor such as: How can you avoid a situation like this in the future? Student responds with appropriate examples.

Task: 2

Description: Complete an Accident or Police Report or Other Related Task
Student (IL-A) will complete an authentic accident or police report or complete another related task. Student (BL-BH) will complete an authentic accident or police report or complete another related task with a reduced number of sections that student needs to complete. This can be accomplished in a variety of ways such as: (1) giving BL-BH the complete report or task given to IL-A students and highlighting the sections or items BL-BH students need to complete (2) giving BL-BH a reduced report or task which includes only those sections or items of the authentic report or task (given to IL-A students) that are assigned to BL-BH students.

Optimally, the writing task will be created on a computer and sent to the assessor electronically.
