General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Task: 1

Description: Compare Different Types of Health Insurance Coverage
Given an agency-created scenario/case study and sample insurance exchange (Covered California) benefit/premium details comparison chart, student will compare and analyze level-appropriate elements such as the premiums, extent of coverage, deductibles, co-pays, etc. Student will examine said chart for at least 2 different types of health insurance coverage such as HMO, PPO, Gold, Silver, Bronze, Minimal plans. Then, student will write a paragraph (s) (IL=1, IH=2, A=3) in which student will recommend and justify the most appropriate option for the person(s) in the scenario/case study. Student will include examples of the advantages and disadvantages of the two or more plans and explain the reasons for their recommendation.

Optimally, the writing task will be created on a computer and sent to the assessor electronically.

Task: 2

Description: Ask about Health Insurance Plans

Content A (8 items, 16 points possible)
Given level-appropriate information on 2 health insurance plans, a scenario and an agency-created personal/family health history, student will participate in a role-play with assessor in the role of a Human Resources representative or insurance exchange navigator/broker to ask about the 2 plans. Student will have up to 8 interactions (IL=6, IH=7, A=8), such as:
1. Offer a greeting and introduce self
2. Give reason for visiting with HR rep or insurance navigator/broker
3-7. Ask questions (IL=3, IH=4, A= 5)) about the 2 different plans such as: "I have a spouse and 3 children, what would I pay for each of these plans?" "I am pregnant. What is the coverage for obstetric care and delivery under both plans?"
8. Close the conversation

Content B (3 items, 6 points possible)
Student will use clarification techniques as needed in order to comprehend the assessor's answers. Student (IL-A) will take notes on the assessor’s answers if necessary. After the role-play, the assessor will check the student’s comprehension of the information acquired. This can be in done in a variety of ways such as: by asking 3 comprehension questions (IL=2, IH-A=3) which students will answer orally.
