General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.
1 *Identify and discuss parenting issues of concern including disciplining a child, parent engagement at school, and child safety.
2 *Read about parenting issues.
6 *Identify activities parents can use to address parenting issues (e.g. disciplining, helping with homework, insuring child safety, etc.).
7 *Identify the stages of child development.
8 Read about and discuss the stages of child development.
10 *Identify American laws and penalties related to child abuse.
11 *Write questions for a guest speaker on parenting resources and services. Participate in the discussion by asking questions of the speaker and take notes on the information provided.

Additional Assessment Plan Tasks

Task: 1

Description: Create a Brochure or Poster on Child Safety
Student will create a poster by drawing or collecting 5 pictures to represent safety issues at different stages of child development.

Content A (5 items, 5 points possible)
Student will label each picture.

Content B (5 items, 10 points possible)
Student will describe the child safety issue in each picture in sentences, phrases, or words. Examples of appropriate child safety pictures:
• Child in a car seat
• Older child wearing a seat belt
• Adult holding a child’s hand while crossing the street

Optimally, the pictures will be collected on the internet and downloaded and printed for a poster or moved or scanned to a digital document for a brochure and sent to the assessor electronically.

Task: 2

Description: Ask Questions about Parenting Classes or other Parenting Issues

Content A (11 items, 22 points possible)
Student will participate in a level-appropriate role-play with the assessor who will take the role of someone working at a community agency. The student will request information, for example, about enrolling in parenting classes (either face-to-face or by telephone) and produce up to 11 utterances (BL=7, BH=8, IL=9, IH-A=11) such as: a greeting, stating need for a parenting class, up to 9 questions (BL=4, BH=5, IL=6, IH-A=9), and a closing.

Examples of topics/questions:
1. Location — Where are parenting classes given?
2. Telephone number — What’s the telephone number?
3. Availability of classes in student’s native language — Are there classes given in Chinese?
4-5. Types of classes — Do they have classes for parents of teenagers, toddlers, preschool children? When is the next class for parents of teenagers?
6. Requirements to register with the agency — How do I register?
7. Costs — What are the fees?
8. Availability of sliding scales and payment options — Do you have a sliding scale?

Content B (3 items, 6 points possible)
Student will use clarification techniques as needed in order to comprehend the assessor's answers. Student (IL-A) will take notes on the assessor’s answers if necessary. Student (BL-BH) may take notes or use an assessor pre-prepared aid such as a checklist, if necessary. After the role-play, the assessor will check the student’s comprehension of the information acquired. This can be in done in a variety of ways such as: by asking up to 3 comprehension questions (BL=1, BH-IL=2, IH-A=3) which student will answer orally or in writing.

Task: 3

Description: Question and Answer a Speaker

Questions (5 items, 10 points possible)
Student will write up to 5 level-appropriate questions (IL=4, IH-A=5) to ask of a speaker from a local agency that provides parenting skills help and support.

Answers (5 items, 10 points possible)
After listening to the speaker respond to student questions, student will use the information learned from the speaker to write answers to up to 5 level-appropriate questions (IL=4, IH-A=5).
