General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.

Additional Assessment Plan Tasks

Task: 1

Description: Report an Emergency or Crime
Student, in the role of the reporter of an emergency or crime, will participate in a role play with an assessor in the role of the police or dispatcher, etc.
Content A (1 item, 2 points possible)
Shown a picture or series of pictures depicting crimes or other emergencies, student will dial 911 or the non-emergency police number (whichever is appropriate to the situation) on a real or simulated telephone.

Content B (13 items, 26 points possible)
Using the same picture or series of pictures used in Content A, student will report an emergency (BL-BH) or crime (IL-A). Assessor will play the role of the police dispatcher. Student will initiate or respond to up to 13 items such as:
1.state the emergency or crime,
2.-4. inititate or respond to up to 3 requests for personal information (name, phone number, address, etc.)
5.-13. answer up to 9 questions (BL-3, BH-4. IL-6, IH-A-9) about the incident and/or victim.

Example questions:
1. What is the location?
2. Is the victim conscious?
3. Does the suspect have a gun?
4. What is happening at the scene now?

Note: Questions become increasingly more complex for the higher levels.

Task: 2

Description: Complete an Accident or Police Report or Other Related Task
Student (IL-A) will fill out an authentic accident or police report or complete another related writing task. Student (BL-BH) will fill out an authentic accident or police report or complete another related writing task with a reduced number of sections that student needs to complete. This can be accomplished in a variety of ways such as: (1) giving BL-BH the complete report or task given to IL-A students and highlighting the sections BL-BH students need to fill out (2) giving BL-BH a reduced report or task which includes only those sections of the authentic report or task (given to IL-A students) that are assigned to BL-BH students. May be done orally.

Optimally, the writing task will be created on a computer and sent to the assessor electronically.
