General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Task: 1

Description: Understand Road Signs and Signals
Student will, orally or in writing, identify and demonstrate understanding of 8 signs, signals, and/or warning signs when shown pictures. Information from California Driver Handbook will be used. IL-A will be shown increasingly complex signs applicable to region.

Task: 2

Description: Role Play a Traffic Stop or Traffic Court Appearance
Given a situation such as a traffic stop or traffic court appearance, etc. and appropriate related documents, student, in the role of a driver, will participate in a role play with an assessor in the role of a police officer or officer of the court, etc.

Content A (8 items,16 points possible)
Student will respond appropriately to up to 8 items, officer's greeting, up to 6 questions (BL=3, BH=4, IL=5, IH-A=6 with increasing difficulty for IL-A) from officer and closing the conversation appropriately. Student will demonstrate appropriate behavior, if applicable (i.e., show driver’s license, registration, and proof of insurance).

Sample Questions:
- Can I see your driver’s license?
- Can you show me your registration and proof of insurance?
- How fast were you driving?
- Do you know what the speed limit is on this street?
- Do you know why I pulled you over?

Content B (2 items, 2 points possible)
Student will demonstrate 2 appropriate behaviors based on DMV guidelines and/or court rules on how to act when stopped by a police officer or when speaking to an officer of the court, such as:

1. Keep hands on the wheel as officer approaches car
2. Stay in car
3. Use polite tone at all times

Content C (2 points possible)
Following the role-play, student responds to one comprehension question about information provided by officer during role play.

Description: Read and Respond to a Traffic Citation

Traffic Citation (up to 8 items, 16 points possible)
Using an authentic traffic citation, student will respond, orally or in writing, to level-appropriate questions (BH=4, IL=6, IH/A=8 )

- What is the violation?
- What is the violation code?
- What is the court date?
- What is the case number?
- What are 2 ways a person can respond to the citation?
- What information appears on the Courtesy Notice?
-What may happen if a person does not take appropriate actions as listed on the citation?
