General Information

All students can participate in EL Civics instruction and assessment. However, only ESL students in WIOA II EL Civics education programs can earn payment points for passing COAAP assessments. ABE, ASE, and CTE students can earn CAEP Immigrant Integration Indicator (I3) outcome for CAEP but not payment points for WIOA II. Language and Literacy Objectives

Language and literacy objectives with an asterisk (*) are suitable for beginning low level students.
1 Write questions to ask community health care providers/agencies regarding low cost services.
2 *Identify low-cost health care or health care services (e.g., substance abuse, etc.) in the community.
3 Contact medical/dental/pharmaceutical providers to check eligibility for a payment assistance program.
4 Take notes on answers of the health agencies to questions asked.
6 *Request information from health care providers/agencies (e.g. hours, services, low cost health services, etc.)

Additional Assessment Plan Tasks

Task: 1

Description: Find Information on Low-cost Health Care
Using sources such as the internet or teacher generated list, etc., students identify a level-appropriate number of agencies/services (e.g. BL-BH=3, IL=4, IH-A=5) that are related to low-cost health care such as community clinics, hospitals, mental health centers, universities, insurance exchanges, etc. Students complete a chart listing each agency with level-appropriate items such as name, phone number, address, services provided, eligibility requirements, and documentation needed.

Optimally, the chart will be created on a computer and sent to the assessor electronically.

Task: 2

Description: Inquire About Low-cost Health Care

Content A: (8 items, 16 points possible)
Student will role-play a call to one of the agencies listed in Task 1, asking for information. Assessor acts as the agency representative. Student will ask up to 8 level-appropriate questions (BL=5, BH=6, IL=7, IH-A=8) such as:

What services do you provide?
Who is eligible?
What are the costs?
Do you take Medicare/MediCal?
How do I enroll/apply?
Where do I go for care?
Do you have a patient assistance program?
Do you have a payment plan?
Will you negotiate a cash price?


Content B: (3 items, 6 points possible)
Student will use clarification techniques as needed in order to comprehend the assessor's answers and take notes on them. After the role-play, the assessor will check the student’s comprehension of the information acquired. This can be done in a variety of ways such as: by asking 3 comprehension questions (BL=1, BH-IL=2, IH-A=3) which student will answer orally or in writing.
